The implementation of a baseline survey is necessary to:
- Provide a socio-demographic database of persons with disabilities in the surveyed areas;
- Primary assess the quality of life, needs of persons with disabilities in surveyed areas in relation to promoting their quality of life;
- Provide suggestions to enhance the tool “Case Management of Persons with Disabilities” – Circular 01/2015/TT-BLDTBXH
- Give recommendations for the next actions.
