Main activities:

• Finalize research tools and pilot the tools;
• Select provincial enterprises by ownership, the size of enterprises, and main sectors;
• Select public officials at three levels: provincial, district, and commune levels by different development levels (most developed, average, and less developed), geographic areas (urban, plain rural, and disadvantageous rural), and ethnic groups.
• At the ministerial level, select the public servants and cadres in seven ministries. Additionally, the survey is conducted on citizens via a national online newspaper.

The survey’s total size is 2,500, including 1,500 public officials, 500 enterprises, and 500 households.
All the data collected will be double entered and processed by SPSS and STATA for the final report
